(a) (1) Effective July 1, 2013, the Arkansas State Board of Sanitarians is transferred to the Department of Health and shall be administered by the Secretary of the Department of Health. (2) All authority, powers, duties, functions, records, authorized positions, property, unexpended balances of appropriations, allocations, or other funds of the board are transferred to the department. (b) In order to protect the board, to allow for continuation of necessary procedures, and to provide for a smooth transition to the department, the secretary may not realign the functions and records of the board before July 1, 2014.
