Ark. Code Ann. § 20-12-502: Administration by the Department of Health

The program established in this subchapter shall be administered by the Department of Health. The department shall: (1) Accept applications for grants under this subchapter; (2) Determine the eligibility of applicants and grant or deny such grants from any funds available; (3) Adopt and enforce appropriate rules regarding forms to be used by applicants for grants, and eligibility of applicants, and such other rules as the department deems necessary or appropriate to carry out the purposes and intent of this subchapter and to prevent abuse of the program provided for in this subchapter; and (4) Develop criteria for evaluating medically underserved areas, which shall include, but not be limited to: (A) Infant mortality rate; (B) Poverty population percentage; (C) Population-to-primary-care-physician ratio; and (D) Teenage pregnancy rate.
