(a) (1) The authority of local government concerning all matters relating to the operation of lotteries is preempted by this chapter. (2) Local government shall not take any action, including without limitation the adoption of an ordinance, relating to the operation of lotteries. (b) This section does not prohibit local government from requiring a retailer to obtain an occupational license for any business unrelated to the sale of tickets or shares.
