Ark. Code Ann. § 27-14-1702: Application for and issuance of certificates and special plates

(a) (1) A manufacturer or dealer may make application to the Office of Motor Vehicle, upon the appropriate form, for a certificate containing a general distinguishing number and for one (1) or more pairs of special plates, single special plates, or special temporary preprinted paper tags, as appropriate, subject to §§ 27-14-1701 and 27-14-1704 , to various types of vehicles subject to registration under this chapter. (2) The applicant shall also submit proof of his or her status as a bona fide manufacturer or dealer, as required by the Office of Motor Vehicle. (b) (1) The Office of Motor Vehicle, upon granting the application for one (1) or more pairs of special plates or single special plates, shall issue to the applicant a certificate containing the applicant's name and address and the general distinguishing number assigned to the applicant. (2) A certificate containing the applicant's name and address and the general distinguishing number assigned to the applicant is not required to be issued upon granting an application for one (1) or more special temporary preprinted paper tags. (c) (1) The Office of Motor Vehicle shall also issue a special plate, plates, or special temporary preprinted paper tags as applied for, which shall have displayed thereon the general distinguishing number assigned to the applicant. (2) Each plate, pair of plates, or special temporary preprinted paper tags issued shall also contain a number or symbol identifying it or them from every other plate, pair of plates, or special temporary preprinted paper tags bearing the same general distinguishing number.
