(a) It shall be unlawful for any person to display a placard except as provided in this subchapter. (b) A person who violates any of the provisions of this subchapter or any of the rules promulgated in this subchapter is guilty of a misdemeanor and shall be fined: (1) Five hundred dollars ($500) for the first offense; (2) One thousand dollars ($1,000) for the second offense; and (3) One thousand five hundred dollars ($1,500) for the third and each subsequent offense.
