(a) The General Assembly finds that: (1) Arkansas public schools face a serious shortage of teachers; (2) Educational technology can help lift the burden of teacher shortages by making distance learning available across the state; and (3) Distance learning should be available to every Arkansas student who wishes to participate. (b) (1) (A) The Division of Elementary and Secondary Education shall promulgate the rules necessary for efficient scheduling of courses offered by public schools through distance learning technologies. (B) The rules shall apply beginning for the 2004-2005 school year. (2) A public school that offers courses through distance learning technologies shall comply with the rules promulgated pursuant to this section. Amended by Act 2019, No. 910,§ 1322, eff. 7/1/2019.
