(a) The Division of Youth Services shall establish and maintain an observation and assessment center for the reception, orientation, classification, and adjustment evaluation of all youths committed to the division. (b) (1) The staff of the center shall be provided by the division or its designee. (2) The staff shall consist of the professional and clerical personnel as are necessary to perform the functions of the center as provided in this section. (c) The center shall be a secure facility and shall be equipped to hold committed youths for such period of time as necessary to provide for orientation, diagnosis, evaluation, and classification of a youth.
