(a) This article shall become inoperative after December 31, 2027, except that the department shall be authorized to conduct all necessary closeout activities after this date and to continue implementing this article for any rate period before December 31, 2027.

(b) This section shall be repealed on January 1, 2029, or on the date that the director certifies to the Secretary of State that all necessary closeout activities have been completed pursuant to subdivision (a), whichever is later.
