The Department of Education shall establish a model contract for special education transportation services to and from special education outplacements provided by providers of special education transportation services. Not later than July 1, 2026, the department shall make such model contract available to local and regional boards of education for use by such boards to enter into a contract with providers of special education transportation services for such special education transportation services.
