(a) The governing board of any constituent unit of the state system of higher education may allocate funds from its General Fund appropriation for any expenses incurred in connection with the operation of a child care center utilized in the instructional program of such constituent unit.

(b) The governing board of any such constituent unit may authorize the charging of a fee or schedule of fees to any person using any child care center operated by such constituent unit.
