Notwithstanding any provisions of the general statutes to the contrary, the Board of Trustees of The University of Connecticut and the Board of Regents for Higher Education shall fix fees for tuition for nonresident students who are enrolled in institutions under the jurisdiction of said boards through the New England Regional Student Program of not less than the tuition rate charged of resident students enrolled in similar programs plus fifty per cent of that rate, such revenue to be deposited to the revenues of the tuition funds of the respective constituent units.
