Conn. Gen. Stat. § 14-289l: Duties of electric bicycle manufacturers. Modification to electric bicycles. Fines.

(a) Any manufacturer of electric bicycles offered for sale in this state shall (1) ensure that such electric bicycles comply with all relevant requirements for bicycles established pursuant to 16 CFR 1512, as amended from time to time; (2) affix a conspicuous label to each electric bicycle that contains the classification, maximum speed and motor wattage of such electric bicycle in print not smaller than nine-point type size; (3) equip each class 3 electric bicycle with a speedometer that displays the speed at which such class 3 electric bicycle is traveling in miles per hour; and (4) ensure that (A) the motor of each class 1 electric bicycle disengages when the rider of such electric bicycle stops pedaling or such electric bicycle reaches the speed of twenty miles per hour, (B) the motor of each class 2 electric bicycle disengages when the brakes of such electric bicycle are applied or such electric bicycle reaches the speed of twenty miles per hour, and (C) the motor of each class 3 electric bicycle disengages when the rider of such electric bicycle stops pedaling or such electric bicycle reaches the speed of twenty-eight miles per hour.

(b) No person shall modify an electric bicycle to change the motor-powered speed capability or motor engagement in such a way that the electric bicycle (1) no longer meets the definition of an electric bicycle, as defined in section 14-1, unless such person removes the label affixed in accordance with subsection (a) of this section, or (2) no longer meets the classification of such electric bicycle as indicated on the label affixed in accordance with subsection (a) of this section, unless such person replaces such label with a new label that accounts for the modification and contains the current classification, maximum speed and motor wattage of the electric bicycle.

(c) Any person who violates any provision of this section shall be fined not more than one hundred dollars for the first offense, and not less than one hundred dollars or more than three hundred dollars for each subsequent offense.
