To the extent permissible under federal and state law, the Commissioner of Social Services shall disregard from income eligibility determinations any direct rental assistance received under a pilot program by an applicant for state and federal assistance programs administered by the Department of Social Services, including, but not limited to, the temporary family assistance program established pursuant to section 17b-112. The Commissioner of Social Services may seek any waiver from federal law deemed necessary or amend the Medicaid state plan to implement the provisions of this section.
