Conn. Gen. Stat. § 32-1x: Provision of assistance to certain nonprofit organizations.

The state, acting through the Department of Economic and Community Development or any other state agency, governmental entity or the private sector, may, within available appropriations, provide financial assistance, lend staff or provide other in-kind contributions to any nonprofit in the state established, in part, to (1) carry out the purpose of providing technical assistance and business expertise to new companies located in or planning to locate in the state, or (2) promote economic growth and business expansion in the state through the collection, organization and dissemination of information, expertise and other resources for use by individuals and groups.
