Conn. Gen. Stat. § 4-260: Funding of public-private partnerships.

The department or the state may apply for and accept funds from local or federal government and other sources of financial aid to further the purposes of sections 4-255 to 4-264, inclusive, and to fund public-private partnerships entered into in accordance with said sections.
