(a)
(1)
There is established as a special fund the Community-Based Violence Reduction Fund ("Fund"), which shall be administered by the Mayor in accordance with subsection (b) of this section.
(2)
Repealed.
(b)
The funds in the Fund shall be used only for the purpose of giving grants to community-based organizations in accordance with criteria to be established, and uniformly applied, by the Office of Victim Services and Justice Grants.
(c)
Not more than 5% of the total amount of monies in the Fund in any given fiscal year may be used to pay administrative costs necessary to implement the requirements of this section.
(d)
Any money remaining available in the Fund at the end of a fiscal year, as determined by the Chief Financial Officer in the fiscal year-end close, shall be transferred to the unassigned fund balance of the General Fund of the District of Columbia as part of the fiscal year-end close.
