D.C. Code § 18-1003: Custodian of will upon death of testator.

(a)

Upon notification of the testator's death, the Register of Wills shall:

(1)

Unseal the will;

(2)

Deliver the will to the Probate Court for filing in accordance with § 18-110.

(b)

If the testator was not a domiciliary of the District of Columbia at the time of death, the Register of Wills, upon order of the Probate Court, shall transfer the registered will to the probate officer or Register of Wills for the county or state where the decedent is alleged to have been domiciled at the time of death.
