D.C. Code § 32-541.02: Establishment of a paid-leave program; rules.

(a)

The Mayor shall establish a paid-leave program to administer the paid-leave benefits provided for in this subchapter.

(b)

(1)

Within 180 days after April 7, 2017, the Mayor, pursuant to subchapter I of Chapter 5 of Title 2, shall issue rules to implement the provisions of this subchapter.

(2)

The proposed rules shall be submitted to the Council for a 45-day period of review, excluding Saturdays, Sundays, holidays, and days of Council recess. If the Council does not approve or disapprove the proposed rules, in whole or in part, by resolution within the 45-day period, the proposed rules shall be deemed approved.

(c)

Within 30 days after October 1, 2021, or after any expansion of benefits or change to the employer contribution rate pursuant to § 32-541.04a(c), the Mayor, pursuant to subchapter I of Chapter 5 of Title 2, shall issue rules, which may include the issuance of emergency rules, to implement the provisions of this subchapter.
