(a)
The owner of an immobilized vehicle shall be subject to a booting fee of no less than $100 for such immobilization.
(b)
Any person who damages, destroys, or removes a vehicle immobilization device without authorization of the Mayor shall be subject to a civil fine of no less than $900.
