(a)

The Mayor, pursuant to subchapter I of Chapter 5 of Title 2, shall promulgate emergency rules to implement the provisions of this subchapter no later than 45 days after July 1, 2023.

(b)

The Mayor, pursuant to subchapter I of Chapter 5 of Title 2, shall promulgate final rules to implement the provisions of this subchapter no later than 120 days after July 1, 2023.
