(a)
The Mayor may issue or amend any rule needed to comply with the requirements of federal laws and regulations in implementing the District’s comprehensive air pollution control program.
(b)
Repealed.
(c)
The Mayor, pursuant to subchapter I of Chapter 5 of Title 2, may issue rules to implement the provisions of this part, including establishing fines, permit fees, and other fees necessary to support the implementation of this part.
