D.C. Code § 8-2241.03: Rules.

(a)

The Department of Buildings, in consultation with the Department of Energy and Environment, shall promulgate regulations to implement the provisions of this subchapter, including establishing standards for bird-friendly building design elements and construction.

(b)

Regulations promulgated pursuant to subsection (a) of this of this section shall be submitted to the Council for a 45-day period of review. The Council may approve the proposed regulations in whole or in part. If the Council has not approved the regulations upon expiration of the 45-day review period, the regulations shall be deemed approved.

(c)

The absence of regulations shall not delay the applicability of this subchapter or of any provision in this subchapter.
