Fla. Stat. § 272.07: Department may provide for parks, drives, and walkways.

The Department of Management Services may provide for the establishment of parks, drives, walkways, and parkways on said grounds and squares and for the supervision, regulation, and maintenance of the same, including traffic and parking thereon.
