Fla. Stat. § 610.102: Department of State authority to issue statewide cable and video franchise.

The department shall be designated as the franchising authority for a state-issued franchise for the provision of cable or video service. A municipality or county may not grant a new franchise for the provision of cable or video service within its jurisdiction.
