1 GCA § 1403: Development of Guam - U.S. Military Advancement Plan.

Within ninety (90) days from the enactment of this Act, the GUMA Commission shall develop a >Guam - U.S. Military Advancement Plan= addressing, but not limited to, development, growth and enhancement of the U.S. Military=s activities, involvement, participation and integration within the social, political and economic fabric of Guam that is compatible with the U. S. Military defense mission.
