10 GCA § 1102: Duties.

(a) The Department shall have cognizance of all Public Health and Social Services functions set forth in this Division and as otherwise provided by law, rule or regulation.

(b) The Department shall develop, establish, and implement early childhood training program throughout the government in order to promote early childhood development and literacy to parents and guardians of children from birth to eight years of age, pursuant to the Administrative Adjudication Law, located in Chapter 9, Title 5, Guam Code Annotated.
