10 GCA § 61106: Dealers in Explosives: License.

No person shall be licensed to engage in the business of manufactur-ing, transporting, storing, selling, transferring or otherwise disposing of explosives, except upon certification by the Director of Revenue and Taxation that such person, his agents and employees, are qualified, capable and possess facilities to conduct such business in a safe manner.
