10 GCA § 63724.11: Witnesses Expenses.

(a) Persons in the employ of Guam, not belonging to the Guam military forces, when traveling upon summons as witnesses before Guam Military Courts, Guam or defense, are entitled to the same reimbursements for costs as if testifying for any other Guam agency.

(b) A person not in the employ of Guam and not belonging to the military forces thereof, who has been duly summoned to appear as a witness before a military court, Guam or defense, will receive the same fees and reimbursement as any witness called to testify on behalf of Guam in court proceedings before the Superior Court of Guam. Civilian witnesses will be paid by the Department of Military Affairs.

(c) The charges for return journeys of witnesses will be made upon the basis of the actual charges allowed for travel to the court, and the entire account thus completed will be paid upon discharge from attendance without waiting for completion of return travel.

(d) No fees shall be allowed to a person as witness fees, unless such person has been subpoenaed, attached, or recognized as a witness in the case.
