10 GCA § 63724.14: Powers of Commanding Officers.

Persons in the position of commanding officer in any unit or organization of the Guam military forces, whether in said capacity as a regularly assigned commander or, if assumption or delegation of command letter has been published designating acting commander, the acting commander, whether on duty status or not, shall be vested with the authority to perform all acts necessary for the purpose of administration of military justice or those acts necessary for the administration of general military matters.
