12 GCA § 11115: Federal Landtakings: Legal Aid and Assistance.

Notwithstanding the provisions of § 11104(b) of this Title, the Public Defender Service Corporation shall assist and represent in court or otherwise persons who have apparently valid claims under § 204 (relating to federal landtakings) of the Territorial Omnibus 7 Act of 1977 (H.R. 6550). The Corporation shall render legal aid and assistance to any person who qualifies under the following guidelines:

(a) A family or individual below one hundred fifty percent (150%) of the Community Service Administration’s (CSA) Income Poverty Guidelines adjusted for Guam;

(b) A family or individual who is receiving welfare benefits; or

(c) The Judiciary of Guam shall continue to provide funding for legal services rendered by the Private Attorney Panel and other related expenses incurred before October 1, 2025, provided such services are billed no later than December 31, 2025.
