16 GCA § 15101: Permit.

Any person, group, club or association desiring to engage in vehicle speed or acceleration contests on public or private property shall make application to the Director for a permit for any such contest. The permit herein provided may contain, but should not be limited to, conditions as to the location of such contests, safety regulations, supervision and speed limitations.
