17 GCA § 28601: Findings and Purpose.

The Legislature finds, that there is a critical need for employment of additional nurses each year resulting in an ever-increasing financial burden upon the government of Guam in meeting its obligation to maintain a modern system of health care, that the problem is made more acute by an increasing shortage of adequately trained local nurses, and that the Govern-ment has thus failed in its efforts to induce adequate numbers of local students to seek a career in nursing.
