ARTICLE 1: DEPARTMENT OF YOUTH AFFAIRS

All requests or proposals for appropriations from the public funds of Guam and from the Federal government for the general operation and pro-grams of the Department shall be prepared by the Director, subject to the approval of the Council, prior to submission to the Governor and the Legislature.
