21 GCA § 61131: Purpose and Intent.

It is the purpose of this Subarticle to protect the public health, safety and general welfare of individuals and the community at large; to monitor and provide reasonable means for citizens to mitigate impacts created by the occupancy of short-term vacation rental units; and to implement rationally based, reasonably tailored regulations to protect the integrity of Guam’s neighborhoods.
