21 GCA § 681002: Ritidian Point Land - Self Determination.

As an act of self-determination and as an act of autonomy, the lands of the former Naval Facility at Ritidian Point are hereby designated as the lands of the Government of Guam, to be held in trust by the Government of Guam for the benefit of the original owners, and to be held in trust for the shortest time possible until the land can be returned to the original owners or their heirs. The purported transfer of the land from the control of the Department of Defense to the United States Fish and Wildlife Service and the designation of the land as a critical habitat are hereby repudiated and canceled, as is the original taking by the United States government, which taking I Liheslatura finds to be theft from the original owners.
