21 GCA § 78101: Statement of Purpose.

The preservation and protection of the bountiful resources with which

this territory has been enriched demands ever-increasing vigil and

continuing effort. To meet this responsibility this Legislature has

determined that there is a need for an organized group of citizens who

are willing to join in a common purpose to conserve Guam's great natural resources.
