22 GCA § 3301: Definitions.

As used in this Chapter:
“Person” means one or more individuals, partnerships, associations, corporation, legal representatives, business trustees, receivers or any organized group of persons;
“Employer” means Guam or any authority, board, commission, department or institution thereof, and every other person employing an individual within Guam; and
“Employee” means an individual employed by a person.
