Arguments prepared by legislators appointed by the Speaker shall be submitted to the Election Commission within forty-five (45) days after the adoption of the legislative submission measure by I Liheslaturan Guåhan. If the arguments are not submitted within forty-five (45) days, the measure shall not be submitted to the voters.
