4 GCA § 1104: Same: Employees’ Acts.

No employee of the government of Guam shall directly or indirectly, either by word of mouth or by physical action, assist in the preparation of any legal document or give any legal advice or assistance to any individual on any matters controversial whatsoever, other than matters pertaining to the employee’s duty and in his official capacity.
