4 GCA § 2201: Scope of Article.

The reporting requirements of this Article are applicable to all government of Guam branches, agencies, instrumentalities, autonomous agencies and public corporations. This Article is not applicable to elected officials, appointed officials, including judges and justices, and their immediate subordinates or positions designated as unclassified by Public Law. Administrative (accounting, human resources, payroll, procurement), Information Technology (IT), maintenance, custodial, educational, law enforcement, health care and engineering services positions are not immediate subordinates of elected and appointed officials for purposes of this Section.
