4 GCA § 6207.2: Positions in the Elected Attorney General’s Office.

The Attorney General of Guam is authorized to establish such positions as may be necessary for the operation of the Office of the Attorney General of Guam. No person shall be appointed to fill such position in the absence of an appropriation to pay the salary set for such position. The Attorney General shall set the salaries for positions for which salaries are not set by law, which shall be paid in twenty-six (26) biweekly equal installments from the date when such salary is set.
