The Council shall undertake an economic program of Guam for the purpose of formulating a short and long-range economic master plan for Guam which shall be approved by resolution. The Council shall monitor the approved progress of the program and report any actions of nonconforming and/or noncooperative governmental agencies to I Maga’håga/Maga’låhi and I Liheslatura.
