5 GCA § 51102: Objectives.

The Program shall be geared to:

(a) Inform employees of the importance of their work contribution to the overall success of the government of Guam and the Department of Public Works in accomplishing their mission;

(b) Identify and eliminate causes of error;

(c) Motivate each employee to do the job right the first time;

(d) Develop the realization that personal job security is related to the accomplishment of quality workmanship;

(e) Provide individual and/or group recognition for superior workmanship;

(f) Develop a spirit of teamwork, as well as competition, among individuals or groups to promote high quality work; and

(g) Compliment and support related efforts of safety, beneficial suggestion, resource conservation, and zero defects philosophy.
