5 GCA § 5117.2: Department of Public Health and Social Services Small Purchase Procurement Authority.

(a) Notwithstanding any other provision of law, the Department of Public Health and Social Services (DPHSS) is granted an increase in the small purchase procurement threshold not to exceed Two Hundred Fifty Thousand Dollars ($250,000). The Director of the Department of Public Health and Social Services (DPHSS) is granted small purchase procurement authority not to exceed Two Hundred Fifty Thousand Dollars ($250,000). The DPHSS shall adhere to the applicable laws, rules and regulations for procuring small purchases, provided that procurement requirements shall not be artificially divided.

(b) DPHSS shall ensure that its procurement officials undergo and successfully complete procurement training pursuant to 5 GCA § 5141 and are enrolled in the earliest training class that becomes available.

(c) The Director of the Department of Public Health and Social Services shall submit a report to the Speaker of I Liheslaturan Guåhan quarterly of the procurement activities conducted under this provision.
