5 GCA § 55107: Application of Chapter Regardless of Means by Which Contract was Entered Into.

The fact that any contract authorized by any Act is entered into without regard to this Chapter, or upon a cost-plus-fixed-fee basis or otherwise without advertising for proposals, shall not be construed to render inapplicable the provisions of this Chapter, if such would otherwise be applicable to such contract.
