5 GCA § 71108: Powers of the University of Guam.

The University shall have the power to:

(a) delegate to any member, agent, or employee such powers and duties as it may deem proper to fulfill the duties set forth in this Chapter;

(b) promulgate rules and regulations as may be necessary for the execution of its duties set forth in this Chapter; and

(c) insofar as available appropriations and resources permit, request for staff support and assistance from other agencies of the government of Guam, to include the preparation or conduct of reports, surveys and studies to fulfill the duties set forth in this Chapter.
