ARTICLE 1: OPERATIONS AND DUTIES

It shall be unlawful to make entry of any vessel or to unload the cargo or any part thereof of any vessel elsewhere than at the port of Apra Harbor, the Commercial Port or the Hagåtña Boat Basin.
