5 GCA § 80129: Acquisition of Library Books, E-Books, Audiobooks, Digital Publications, Newsletters, Software, and Any Other Publications Deemed Necessary.

The Guam Public Library System is authorized to determine what library books, e-books, audiobooks, digital publications, newsletters, software, or other publications are needed to meet the mandates and needs of the Public Library with approval from the Guam Public Library Board. Once approved by the Guam Public Library Board, this list shall be sent to the General Services Agency for processing and acquisition.
