Haw. Rev. Stat. § 287-45: Exceptions.

This chapter, except for section 287-20 shall not apply with respect to any motor vehicle owned by the United States, this State, or any political subdivision thereof; nor, except for sections 287-4 and 287-37, with respect to any motor vehicle which is subject to the requirements of chapter 288.
