Haw. Rev. Stat. § 464-2: Licensing of practicing engineers, etc.

In order to safeguard life, health, and property, no person except those exempted by sections 464-3 and 464-5 shall practice professional engineering, architecture, land surveying or landscape architecture in the State unless the person is duly licensed under this chapter.
